Doubt the latter part; sabot penetrators are too dense and heavy as shrapnel.
Cutting them down ahead of time is very hard because they are made of [tungsten(?)]
.. therefore we've seen piles of sabot penetrators lying about without a purpose.
Booster propellants are required for EFP charges and other ad-hock IED's ..
