    Juniti Saito (Pompéia, December 12, 1942) is a military officer and the current commander of Brazilian Air Force.
    The son of Japanese immigrants Iwataro Saito and Toshike Tamaoki, Lieutenant-Brigadier Saito is the first Japanese-Brazilian to reach the highest rank in a branch of the Brazilian Military.

    France-Soir is very optimistic about Switzerland; if the leaks in the swiss medias are true, the 3 contenders are very close: the Typhoon is expensive but Eurofighter offers by far the biggest amount of offset (8 billions), the Gripen is cheaper but is far behind the 2 others in matter of offset (4 billions), the Rafale performed better in the evaluation but its offset offer is behind the Eurofighter's one ( 6 billions) even if Dassault strategy was to highlight concrete partnerships with swiss companies.

    The supposed leak of La Fohla has never been confirmed anywhere by any other source, quite the contrary in fact. Some other leaks (ISTOE) even say the exact opposit.

    Boeing's Big Brazilian Break?

    U.S. and Brazilian negotiators announced Wednesday that for the first time in more than 30 years, the two nations are preparing to sign an "umbrella" agreement on military cooperation. As negotiations come down to the wire (signing is expected Monday), Brazil's also moving toward a decision on upgrading its air force with 36 new fighter jets. In that contest, Boeing's (NYSE: BA) F-18 vies with offerings from France's Dassault and Sweden's Saab. It's the first step in a planned 100-plane revamp of the Brazilian air force, said to be worth more than $20 billion.

    So ... should Boeing investors expect a $20 billion check in the mail next week?

    While it would be nice to draw a straight line from Point A (defense cooperation) to Point B (big defense contract) here, the U.S. government has done much to erase that line lately. While the French are offering generous "technology transfers" as part of their bid, the U.S. is balking at the prospect.

    Worse still (for our side), federal subsidies to American cotton growers have Brazil in an uproar. A WTO verdict that favored the Americans has Brazil threatening compulsory licensing of software and pharmaceutical products. Unless this conflict is defused, we could see companies like Microsoft (Nasdaq: MSFT) and Pfizer (NYSE: PFE) join with Merck (NYSE: MRK) in the line of firms whose intellectual-property rights get wrapped up in a web of subsidized cotton.

    In short, we haven't done much to make Brazil sympathetic to Boeing's case

    Meanwhile, France and Sweden ... have. According to the Brazilian military, all three planes on offer meet Brazil's performance requirements, but Saab's Gripen carries the smallest price tag, while Dassault's Rafale costs more, yet confers generous technology transfer benefits.

    Initially attracted by Saab's low sticker cost, the Brazilian air force is coming around to President Luiz Inacio Lula da Silva's view that Dassault's the way to go. The prospect of in-country manufacture and tech transfer isn't the only enticement. "Lula" also signed a defense pact with France in late 2008. That deal might have later helped to secure a key aircraft order for Brazil's Embraer (NYSE: ERJ) -- and Rio's right to host the 2016 Summer Olympics.

    It's hard to put a price tag on favors like these, but I'd suggest that "$20 billion" sounds just about right. And it won't go to Boeing

    French-Kuwaiti deal for purchase of French fighter planes expected to top the agenda of meeting between French president and Kuwaiti premier

    Manama: French President Nicolas Sarkozy will receive Kuwait's Prime Minister Shaikh Nasser Mohammad Al Ahmad Al Sabah on Friday, the Elysee has announced

    The French leader's timetable showed a slot on Friday for the meeting with the Kuwaiti premier in Paris, Kuwait News Agency (Kuna) reported.

    Sarkozy is heading to Washington on Monday to take part in a summit on nuclear proliferation, the agenda said.

    No official statement was issued about the talks at the meeting, but the French-Kuwaiti deal for the purchase of French Rafale fighters is expected to figure high on the agenda.

    The deal has been vehemently opposed by Kuwaiti MPs representing Reform and Development Bloc who claimed that it was "suspicious."

    "The bloc reiterates its firm opposition to this suspicious deal, especially in light of information that the latest technical reports have recommended the rejection of the deal," the four Islamist MPs who have been campaigning against the agreement purchase of Rafale combat aircraft said last month.

    Sarkozy during a tour of Gulf countries in 2008 said that discussions had begun with Kuwait to sell up to 28 Rafales, the twin-engined jet fighter aircraft designed and built by Dassault Aviation.

    Last month, French Senator Philippe Marini said that France wanted to deepen cooperation with Kuwait.

    "I think that we have long neglected the capacities of Kuwait, and since the beginning of the mandate of President (Nicolas) Sarkozy we have re-approached relations with the countries of the Middle East, and especially with Kuwait. We consider that it is indispensable that we have good and confident relations with Kuwait," Marini, the chairman of the inter-parliamentary and friendship group between France and the GCC countries, said.

    Kuwait and France can boost ties and cooperation in several fields, particularly defense, energy, and the economy, he said.

    "I hope we shall be able to progress more and more, and to commit reciprocally in order to have a long-term strategy," he told KUNA.

    Kuwaiti MPs warn of grilling over French jets

    An Islamist bloc in the Kuwaiti parliament opposed to a planned purchase of French-made Rafale warplanes on Sunday warned it will grill senior officials if the deal is signed.

    "Signing the purchase agreement means we will grill whoever is responsible for authorising the deal," spokesman for the Reform and Development Bloc Faisal al-Muslim told a press conference.

    He would not say however whether the prime minister or defence minister are among the officials the bloc plans to call to account if the multi-billion-dollar deal to purchase between 14 and 28 Rafale jets goes ahead.

    Another of the bloc's MPs, Jamaan al-Harbash, who has been campaigning against the deal for several months, produced what he said were documents from the defence ministry recommending that the purchase be dropped.

    "The reports concluded that the plane is not technically advanced, its price is very expensive and so are its spare parts. If it goes ahead, the deal will be a massive squandering of public funds," Harbash said.

    Both Muslim and Harbash insisted their opposition to the deal had nothing to do with any animosity against France.

    The political grouping comprises four Islamist MPs who have been campaigning against several proposed arms deals, including the Rafale purchase.

    Last month, Defence Minister Sheikh Jaber Mubarak al-Sabah said the Rafale deal remained a priority for Kuwait.

    In Kuwait the government often face islamist opponents about defense deals. The kuwaiti parliament is powerful but even if the islamist lawmakers manage to get a majority there , their main problem is most government members belong to the Al Sabah Kuwait's ruling family:

    Nasser Al-Mohammed Al-Sabah : Prime Minister
    Moubarak Al Hamad Al Sabah : Vice Prime Minister and Minister of Defense
    Ahmad Al-Khaled Al-Hamad Al-Sabah : Army Chief of Staff
    Meshal Al-Ahmad Al-Jaber Al-Sabah : Chief of Kuwait National guard
    ...
    So, it means it would be uneasy for them to directly blame the ruling family because in such a case the Emir could choose to dissolve the parliament like his predecessors did in the past.
