Jobim says he will send the report about fighters to Lula next week
RIO DE JANEIRO (*******) - After repeated delays, the Defense Minister Nelson Jobim said on Tuesday it intends to submit next week to President Luiz Inacio Lula da Silva the technical report on the acquisition of fighter jets to fleet renewal Brazilian Air Force (FAB).

Recently, Jobim said that the FAB opted for the French fighter jets after a technical analysis of the aircraft.
Asked about the choice on Tuesday, the minister evaded. "live life one day at a time" he said.

The corps commander Markus Gygax, commandant of the Air Force, held its annual information report Thursday, April 29, 2010. Nearly 750 military participants and about 100 invited guests, media representatives and civilian Air Force employees gathered at the airbase of Emmen. They have heard presentations by Federal Councillor Ueli Maurer, of the National High Binder (SVP / ZH) and Air Force general officers.
The corps commander Markus Gygax had ,at that time, chose the motto: "Where are we come from? - Where are we? Where are we going? ". He noted that even in these times of "deep peace, arms spending increased continuously throughout the world and in Europe, 1727 combat aircraft were acquired in total since 1989. The established trend clearly demonstrates that quality is preferred over quantity. Most European countries comparable to ours have 60-70 aircraft in the class of the F/A-18. To perform tasks in such an environment and to ensure safety in the airspace over Switzerland, the corps commander Gygax made the following four objectives: maintain the Air Force as an organizational and homogeneous unit, dispose of number of staff in line with the tasks, reducing the number of interfaces and implement the partial replacement of the Tiger (TTE). "If you say yes to the military, you must also be ready to deliver from time to time a major investment project.This is important for Switzerland, a nation driven by a common political will to safeguard its sovereignty, "said the corps commander Gygax.
Ueli Maurer Federal Councillor, Head of Federal Department of Defence, Civil Protection and Sports (DDPS) noted: "The assessment of TTE showed that the amount of CHF 2.2 billion is not enough to acquire the desired number of 22 new fighter jets. "It was feared before and it's now proved true. The political debate will therefore be based around a possible special funding. Such funding could also be required for terrestrial systems such as tanks , because the regular budget of weapons is not enough to finance large projects. About the acquisition related to TTE, Federal Councillor Maurer made a clear objective: in 2020, the first new aircraft must fly in Switzerland.
The national adviser Max Binder, the president of the Parliamentary Group aviation and aerospace, is a strong supporter of TTE: "The replacement is necessary and must do so now. If necessary, I commit myself to a special funding. "Switzerland must have all the means to protect itself, its airspace. This is necessary if we want to remain a neutral, independent and sovereign. The National Advisor Max Binder has also spoken forcefully in favor of keeping Air Force Base of Dübendorf.

Minister Nelson Jobim (Defence) said on Wednesday (5) in Sao Paulo that he has already chosen the fighter that will equip the FAB (Brazilian Air Force) and will deliver an invitation to President Luiz Inacio Lula da Silva at the end of the next week. He is finishing writing the document on the bidding for the purchase of 36 combat aircrafts.
Fighters from three countries are in competition, estimated at $ 10 billion: the French Rafale from Dassault, the American F-18 Super Hornet, Boeing and the Swedish Gripen NG Saab.
"I am finishing to prepare an explanatory memorandum. I hit the president with the following: the Minister of Defence would not send three options for him to make a choice. The defense minister expresses an option and would give his reasons.
Jobim said the document will be ready between the end of this week and early next week, but said that the president should make the announcement when he came back from a trip to Russia and Iran at the end of next week.
He also said that once in possession of the document prepared by the ministry, Lula will refer it to consult the National Defence Council and only then make a decision.
Jobim said that the price of the fighters was not the most important criterion for choice:
- What is weighing are the interests of the country. In other words, Brazil does not need to buy anything at a bargain price. We do not want banana, we want something that gives consistency to Brazil.
The foreign minister, Celso Amorim, said last January that "sometimes the cheap comes out expensive", in reference to the Swedish model. Saab - Manufacturer of Gripen - already promised to provide two aircraft for a price equivalent to that of a Rafale, which is the favorite to win the race.

We are confident. The Brazilians have announced a decision around May 15. The discussions are progressing constructively with the UAE. There is one thing that dosent add up how come brazil is getting only 36 fighters for 10 billion dollars where as India is getting 126-200 fighters for 12-15 billion dollars ?
The answer is probably: If India buys Rafale (or Typhoon) they will not get 126 fighters for 12 billlion...Originally Posted by ASHISH67

For the latter, some people are talking of 10 billions dollars but the last rumours in brazilian blogs indicate US$5,73 billions for 36 Rafales, including everything... Huge difference isn't it ?

President Luiz Inacio Lula da Silva will announce a formal decision in choosing the new high-tech Air Force F-X2 fighter until the end of the month. Rafale Export:
According to a 2006 gov. document , France's goal would be to sell from 200 to 300 Rafale abroad by 2025/2030 to maintain its market share.
In case of success in Brazil and UAE, almost half of this goal would be already reached.

The first test flight of a Rafale fighter powered by the Snecma (Safran group) M88-4E engine (formerly designated the “TCO Pack”, for total cost of ownership) took place on March 22 at the Istres air base in southern France.
Lasting 1 hour and 30 minutes, the flight was a total success, and was used to expand the flight envelope.
The complete test campaign for the M88-4E engine comprises some 70 flights in 2010, with different engine configurations. Ten test flights have been carried out to date.
“We are satisfied with the successful initial flights of the M88-4E, the third major engine upgrade, reflecting our continuing focus on research & development. The latest evolution of the engine enables us to better meet the expectations of our customer, by helping decrease the Rafale’s maintenance costs,” said Didier Desnoyer, Snecma’s Vice President Military Engines.
The development of the M88-4E is proceeding very satisfactorily. The first ground test of the engine was performed in September 2009. Development engines are now undergoing ground performance and endurance tests, and a series of altitude chamber tests was completed in late February. Qualification and delivery of the first production-standard M88-4E is now slated for the end of 2011.
In January 2008, French defense procurement agency DGA awarded Snecma the “TCO Pack” contract for the M88-2 engine. The aim of this contract was to extend the service life and time between inspections for several parts of the engine.
Modifications mainly concern the high-pressure compressor and turbine.
Designed for the Rafale multirole fighter, the M88 is the first member of a family of new-generation engines intended for 21st century combat and advanced training aircraft. The M88-2 now powers all air force and naval versions of the Rafale. It is particularly well suited to low-altitude penetration and high-altitude interception missions.
