Unlike the earlier technologies, IRST is stealthy, as it emits nothing. Airborne radars installed in the aircrafts emit elect6ronic beams and thus give its position to the enemy.

    Defence minister A.K. Antony today asked public sector aircraft-maker Hindustan Aeronautics Limited (HAL) to restructure itself to prepare for a boom in business.

    Since India decided to open exclusive negotiations with French aircraft maker Dassault Aviation for its Rafale multi-role combat plane for an estimated $18 billion, HAL would have to re-orient its business for strategic alliances and joint ventures. HAL would be the main systems-integrator of the 108 aircraft that would be assembled in the country.

    HAL, a defence public sector undertaking, is the only company in the country capable of assembling and building fighter aircraft through transfer of technology.

    Speaking to members of the parliamentary consultative committee attached to the defence ministry, Antony said HAL should partner with Defence Research and Development Organisation and the Council for Scientific and Industrial Research (CSIR) to develop aircraft, engines and systems indigenously.

    France To Renovate Libyan F1s, Provide Training

    ARIS — France will renovate Libya’s small fleet of Dassault Mirage F1 fighter jets and train its personnel as part of a defense cooperation agreement, Ministry of Defense spokesman Gérard Gachet said March 1.
    “The collaboration with the Air Force is one of the major components of future military cooperation between France and Libya, through the restoring to condition of the Libyan armed forces’ Mirage F1 and the training of personnel,” Gachet told journalists.
    A renovation of the French-built fighters was among the agreements made during a Feb. 24-26 visit to Libya by French Defense Minister Gérard Longuet, Gachet said.

    Longuet’s visit was not aimed at selling French defense equipment, such as the Rafale fighter, but to help Libya evaluate its military needs and set the basis for cooperation, Gachet said.
    France tried to sell the twin jet fighter to Col. Moammar Gadhafi soon after the West restored relations with Libya in 2005.
    Libya has a fleet of some 12 Mirage F1 ground attack fighters, two of which were flown to Malta by dissident Air Force pilots when the uprising against Gadhafi began a year ago.
    Those two Mirages were restored and flown back to Libya by French-trained Libyan pilots Feb. 22, a symbolic but essential operation that signaled Paris’ determination to build cooperation with the Libyan Air Force, Gachet said.
    A planned French restoration of the small Mirage fleet and training for Libyan flight crews and technical staff was being studied, he said.

    France is strengthened in the competition to sale fighters to Brazil

    BRASILIA - The cancellation of the purchase of Brazilian aircraft by the United States and India's decision to buy French Rafale aircraft influence Brazil's decision on the purchase of 36 fighters and favours Paris in the competition, according to government sources and analysts.

    Selection of Rafale for mega defence contract final: Pallam Raju
    Economic times , March 2

    BANGALORE: India on Friday made it clear that selection of French Rafale for the multi-billion dollar 126 fighter combat aircraft deal was final and said it does not expect contract negotiations to go wrong.

    "Decision is final as far as selection is concerned," said Union Minister of State for Defence, M M Pallam Raju, when asked about Britain's statement that it would try to persuade India to look at Eurofighter Typhoon, made by a four-nation consortium, which lost the race, and New Delhi's decision was only "preliminary and not final"

    Raju said contract negotiations are on with Dassault Aviation, the makers of Rafale, adding, "after all negotiations are complete, can we say that it's final".

    Aked if that meant that the deal is open, Raju said: "No". "As of now, Rafale has been been finalised. That's the final thing," he said and added, "hope nothing will go wrong (in contract negotiations)".
