    The Alliance’s inadequate reaction to the events in South Ossetia, its reluctance to pursue equal dialogue in the NATO-Russia Council and attempts to justify Saakashvili regime’s war crimes make it impossible to conduct business as usual in the framework of the Council.

    As a result the Russian side is compelled to state that the above mentioned steps of the Alliance create an obstacle to developing relations between NATO and Russia, put the things upside-down, when the victim becomes the aggressor, and the cooperation with the Alliance falls victim to odious political aims pursued by certain NATO member-states to the detriment of common security and stability in the Euro-Atlantic area.

    In its first response Russia suspends cooperation with the Alliance in several areas and under ongoing projects of the NRC. Refraining from stopping political dialogue in the framework of the NRC, we temporarily “freeze” military-to-military cooperation, including suspending Russia’s participation in joint exercises, in exchanges of military delegations and the logistic cooperation. The high-level visits of NATO officials to the Russian Federation will be postponed, as well as the visits of ships of NATO, standing naval task forces and of NATO member-states to Russian ports. In addition we postpone for the time being the visit of NATO Secretary General to Moscow, suspend the implementation of SOFA as well as freeze the activities of the NRC Working Group on Peacekeeping and the negotiations on the draft Agreement on using Russian military air transport in the interests of NATO. The format of our interaction in the framework of the “third dimension” will be reconsidered. Besides, after Alliance’s refusal to transform the NATO Information Centre in Moscow into the NRC Information Centre, Russia considers its functioning irrelevant.

    At the same time Russia, remaining committed to ensuring security in the Euroatlantic area, is ready to continue cooperation with the Alliance in fighting international terrorism, drug trafficking, civil emergency planning and arms control.

    However, Russia reserves the right to take further decisions with regard to scaling-down its cooperation with the Alliance if it continues to apply double standards in assessing the causes and consequences of Georgian aggression against South Ossetia and build up military cooperation with Georgian leadership which committed criminal acts.

    That's cute. They're working on their protest slogans for the event on that forum. Doesn't seem like that it's a crowd with any common sense or intelligence in that forum. I guess it's great that they're attacking a Coast Guard ship with these slogans, considering that the US Coast Guard renders assistance to dozens of Russian ships in distress every year. If they want to protest perhaps they should go down to the local US consulate. According to the forum which you posted, here's the wonderful slogans they have picked out!

    - German FGS Luebeck.
    - Polish ORP General K Pulaski.
    - US frigate USS Taylor.
    - Canadian frigate HMCS Ville de Quebec.

    It's only the USCGS Dallas going to Sevastopol. And the Ukraine is not Russia so it's not an "unfriendly" visit. Reading before responding would probably be beneficial.

    On the serious note, I think both sides are trying hard to avoid any potential conflict. It will not do us nor the Russians any good in the long run. IMHO, Clinton's bumbling foreign policy in the Balkans was one contributor to this ongoing mess we're in now.
    Co-sign.That's why i said that this visit is a good move as it will mean a first friendly contact between US and Russian soldiers since the Georgian mess started.But unfortunately,some blokes here don't see it that way.

    That's why Russia will set-up a new naval base in Sukhumi.

    The agreement with Ukraine on sevestapol is untill 2017. Sevestapol is Ukrainian land, but the actual base belongs to Russia until 2017 i think. Cuban military personnel cant just go in Guantanamo bay whenever they feel like it. Even if Guantanamo is in Cuba.

    Bad analogy. Guantanamo Bay isn't shared and US possession is indefinite.

    No.Russian Black Sea fleet falls under the command of the RF.Any decision taken by Ukraine on that should have the consent of the RF authorities too. Mutual use,mutual decision making according to the friendship accord signed by both countries in 1997.
    That's why Russia will set-up a new naval base in Sukhumi.
    And is already setting up another naval base in Novorossijsk.The BSF headquarters won't leave Sevastopol before october 2017.Still 9 long years to go.

    Well, the Ukrainian fleet is rather tiny, Black Sea Fleet definitely uses the vast majority of the base.


    btw, I though lease on Guantanamo was for 99 years?
