Actually the ZU-23-2 has been fitted with a frontal shield and side armor panels to protect the crew and the ammunition.

What's that beside the dual gun? wheels? did someone take a towed AA gun and mount it on an APC without removing the wheels?

no , to remove the Zu-23 if needed (the Zu-23 can then be used normaly than if wanted)
