You can apply the same logic to every nation on Earth. How about the First Indochina War when France tried to take back Vietnam or the Falklands War? How about the recent Russian and Georgia conflict? Instead of trying to paint the image that the US is the big asshole of the world how about you point out the obvious: The US is just like everybody else, no better nor no worse.
It's a snappy little quote, but it doesn't really stand up to close inspection.

The devil is in the details. He's describing a general process that depends upon two key elements which he completely fails to address- i.e. the ability to sufficiently control the means of disseminating information and the willingness of the people to defer decision-making to their government. For his quote to ring true, Californians would have to be just like North Koreans.
