I do not know the actual history of the cartoon but I'd guess that it has to be from late 1939 or early 1940 since Finland is already eaten along with Poland etc. but Norway, Denmark and other small countries are still trying to balance it out. So, my guess is that it's made during Winter war when it seemed certain that Finland was a goner.

Most political cartoons tend to be.
However, we are posting them by forum rules.
Keep them relatively civil. Having a cartoon that shows the "evil puppet-master Juice" does not tend to constitute as civil on this site.

That's not any worse then some of the cartoons posted here about Arabs and Iranians. Anyways, most of us know thats just a typical Arab political cartoon about Israel or the Jewish illuminati conspiracy. The problem with political cartoons are that they are bound to insult someone.
