    Well, in Russia failed projects are not those which were officially canceled because PR strategy do not allow that but those which intentionally lasts into infinity even if they are now outdated or are conceptual failure (SLBM Bulava - failed 30 years old US Trident I copy). Of course in practice both classes of projects can be treated as equally failed.
