Its not necessary for the nozzle to be flat. Even a Jalebi shaped nozzle will serve the purpose if it reduces thermal and em signature with loss of thrust being within acceptable limits. A "flat" nozzle helps in increasing the surface area of the plume hence reducing its thermal signature, the serrations on the edges are for EM signature management.
