Just SLRs modded as its already been said. NZDF had SLRs into the late 80's and our navy still use them to launch lines for replien, So its likely there are still some on the books in storage. Get some with good barrels, slap a rail system and some optics on and there you go.
NZDF is under going a update program at the moment to identify among other things a "marksman rifle"
Tell me about it mate, Photos I've taken have some how made it onto the Army Drive and popped up from time to time. Worst of all is when someone takes a photo of you (unkown to you) and the army decides to use it on some army publication. I remember prior to deploying having to sign something along the lines of a wavier for the Army to do what it wants with images it has of me.
