It is illegal, but available with some effort in Poland. Judging by numerous spelling and grammar errors, it is printed somewhere else. I tried to read it but failed to finish. Poorly written crap. It might be a couple of privates in the Hungarian Gendarmerie, they have the cockerel feather, green lanyards and red collar rank tabs, plus it makes sense they might be around guarding VIPs. Dont quote me on that i only have one picture to compare the to!
