There is, it belongs to a UK company. Though, it's a lot less than this reserve.
Just to put it in perspective Tamar1 mounts to about 0.08% of the world gas reserves-not much of a reason to pick a fight against the IDF but it's enough to power Israel for many years.

Here is the map of the Tamar gas field. As anyone can see, it's well within Israel's Exclusive Economic Zone :

It's not EEZ that gives Israel the rights to explore and exploit gas resources there. EEZ governs maritime resources, ie. fishes and shrimps. If you want to have mineral and gas exploitation, you need to draw a map about Continental Shelf. I'm sure the Israeli govt and anybody doing Tamar gas field have already think about this.

The Tamar-1 drilling site, 90 km west of the northern port of Haifa, has been increased to 5 trillion cubic feet (142 billion cubic meters) of natural gas from 3 trillion cubic feet estimated last month.

AFAIK Noble Energy Inc. has found natural gas in Cypriot EEZ, very close to Israel's Tamar field.
