To me it looks like 2001 weapons bay's doors are covering the landing gear of 2002.

I think all naval forces can easily achieve such success rate against pirates with only AKs and small boats, am I not correct? Any statistics?

Although I would never bother myself with questions like that. The most obvious answer is that they do not have standardized painting procedure for prototypes.

Note the distance and location of the star's peak closest to the mid section of some panels on the tail, those are two different positions. "Me thinks" just different guy with the bucket of paint.

It's not a big deal for anyone who participate the anti-piracy mission. Then again, not that many nation's navy have that ability to even take part of it. For example, even sailing to Gulf of Aden in one shot is impossible task for Vietnam Navy, and most navy in the world are like Vietnam Navy, basically coastal defense force.

Ahh embarrasssing....you're right I'm a girl ...it would suffice to look at the glow strips (or whatever it is) positions and the star ones. And so unimportant...

PLAN start to change their way of painting hull number to a more "American" look.

I like the Chinese use of white paint on their ships.

    Traditional Navy grey is boring.

Uniform is Chinese but where did the tags come from? Very odd choice to wear foreign language tags.

In an Chinese military forum of which I'm the head moderator here are some responses to your query.. we had a whole thread on this subject.

LOL, they're not PLA, just some rural functionary.

Baidu search of the name of the guy in the first pic
You know tons of Chinese uniform manufacturing companies also make camo uniforms for the actual military and sales to abroad to other militaries, civilian security agencies and guys on the internet that just love military gear(cosplayers).
Here is the official news reports for this picture, looks like some sort of firefighting training for the upcoming fire season.
    Link
The guys are City officials from the city of Xiaoyi (Xiaoyi - Wikipedia, the free encyclopedia), they can see the same guys here in business causal (link). What I guessing is since they are going to an outdoor training event, they just brought some military looking cloth without knowing that they are.
