Laser range finder should be with main optronic block (of gunner); I also do not see purpose of measuring projectile velocity at the given ranges. So some kind of IFF device? Non-laser based device for measurement of curvature of the gun?

Maybe the millimeter-wave radar detects missile coming, then laser weapon station on the top of 99A2 turret destroys the missile ?
