Well, in DT the ''Wizzie'' people start alot of fights, and they are numerous, so instead of waiting for the riot or soldiers to get there on foot, troops on horses can get there more quickly!
Btw alot of countries have riot control troops on horses in DT.
So its kind of normal.
I know about the horse mounted police.. but the term riot doesn't refer to the situation you are referring to and to the situation in DT. We still need alot of cars, in order to replace the old rusty one, and so the ISF will spread all over lebanon in reasonable numbers.

Notice they also got different types of sirens.
I think the ISF, are changing from grey and white cars to Black and White cars.
This is obvious if u take a look at all the newest deliveries
Except the Ford Explorer, which are specifically used in one branch of the ISF, which is Beirut, and only Beirut.

The white are for traffic, the black for law enforcement.
