If you look at ww2 history from industrial point you will notice that both sides of the conflict developed methods to replace various kinds of goods they couldn't get. Similiar thing happend during cold war times where both sides developed a set of technologies to cut on their dependance from hostile power block chemical and petrochemical resouces and products. Most of them is inefficient for normal day to day economy. Pretty much any other nation that experienced similiar conditions resorted to those technologies.
To make fuel you need three things hydrocarbons, water and power. Its a very very simplified version because i am not going to make a boring lesson about Fischer-Tropsch chemistry.
