having an aircraft carrier means jack if you dont have carrier trained pilots. if they build their carrier, and no pilots then they have a big flattop cruiser.

I think not. This one is newly built. There is another cement aircraft carrier.

There are currently at least 3 theme parks in China based around either old soviet carriers or fake carriers. This is probably another one.

It can't be a training platform for aircraft.

Too risky for pilots who shoot too low. Its better, cheaper and safer to paint an aircaft carrier deck on an existing runway.

This leaves two possibilities.

1) A training platform for aircaft deck handling
2) Amusement park.

I'd pick option one. This all looks similar to the QE island mock up at Cowes. So I'd bet the island is a mock up design for trialing equipment thats going to be fitted to the Varyag, which the PLAN have finally moved from Dalian this month.
