I believe you have answered your own question. Precision and advanced technology goes a long way. Simply take a look at the casualty rates (one war after another) of nations who have made great strides in improving their military technology. These Cuban soldier don't even look like they have body armor on.
It looks to me as if the army is still living in the 60s and 70s. They would probally get steam-rolled by most conventional forces today.

Equip is very important but first are tactics, training and knowledge of the country.

Many people here seem to have a fundamental misunderstanding of the Cuban military. I hung around a load of Cuban Officers and Men a for 6 weeks and they were very clear about how their country was to defend itself. They knew that any conventional fight against the USMC would be a formality. Their regular troops are for preventing another Bay of Pigs or for repelling another Caribbean nation.
The real defence against the USA is their idea of a 'peoples war'. Pretty much every single Cuban Receives military training, women and university students included. If the US invades, the army melts into the countryside and the armouries are opened. Their officers study the Afghan and Iraq insurgencies tactics and weapons and the guerilla campaign of the revolution is still fresh in their minds.
In fact, in true communist fashion, they even have a quota of Americans to kill! One soldier per district every 24 hours. If a district reaches this objective it is to help neighbouring districts. They reckon that after a few thousand casualties the troops would go home and I believe many Cubans would actually fight in this manner even if many others welcome the Americans - they are very nationalistic.
