    Yes (probably a gift). General Palasset. Ex. 27è BCA (Mountain Troopers) commander, Ex. 13è RDP (SF), Ex. Ivory Coast "Operation Licorne" commander, actual commander of 1st Mechanized Brigade (circa 5700 men/women). Commander of Task Force La Fayette until april.

    The Brigade La Fayette currently serve under the command of the US 1st CAV. Probably was bestowed to him for some reason so he's wearing it.

    Per tradition right sleeve patch are personal and can represent any unit you've served under (from fire team to "army"), even if most of the time it's your current unit.

    It's rare to see foreign ones but that's not shocking either.

    Yes. It is a Safran/Sagem Thermal/IR scope (SWORD T&D). It has also a two ways Optic CCD sensor. Can be used as a camera.
