I am not sure if these are snipers from a branch of the German Armed Forces, or Special Police. But they were protecting a meeting taking place in Berlin.

Berlin police - SEK (SWAT) actually.
you can see it on the second pic quite well.
on the shoulder there is a "Spezialeinsatzkommando Berlin / SEK 1972 patch.
On the chest the green patch says Polizei (police) the bear with the crown is Berlins coat of arms

Real actions inside of Germany are a No-Go for our Bundeswehr, except help at places of natural disasters, in civil war like scenarios and of course in case of war (to make a long story short).

The "expert marksman" is not a member of the "Special Police".

    - To call a German police sniper a sniper (Scharfschütze) is non pc, a No-Go.
So they are called ~ expert marksman (Präzisionsschütze).

    - Special Police is the acceptable and mostly used translation for our Bereitschaftspolizei. Many translate it as Riot or Alert Police but that did not come to the point as the Bereitschaftspolizei has a lot more and very different tasks beside riot control and because they don't wait all the day at their barracks for an alert anymore. That was a concept until the '70s.

    - The SEK (Spezialeinsatzkommando, literally Special Task Commando) is of course a highly specialized and professional branch of the police. (There is a special thread but I can not find it?)

-- If I look at the workmate's round patch I have strong feelings. 1972 was the year when only a handful of COs were some sort of a think tank of the future (West-) Berlin SEK and PSK, and the first candidates goes trough the trials in fall and winter (173 officers).
49 of them started at the 2nd January 1973 with the first SEK-Basislehrgang (basic course, six months at this time). This is the officially date of the birth of our SEK.

A couple of days ago, a rumor popped up in the Croatian press that Germany offered to donate 20 F-4 Phantoms to the Croatian Airforce. Are there any reports about this in the German media?

I was also wondering about the current status of the Phantoms in the Luftwaffe: how long will they be in service, how many flight hours did they have and when and how were they last upgraded.
