Iran's weakness: its ports

Another vulnerability: not enough refineries, for their needs. It would be ironic, if the regime of this oil-rich nation could be brought down by a gasoline shortage.
We could mine Iranian ports, and destroy their refineries; this would ruin their economy, but also probably enrage all Iranians, even the anti-regime dissidents. How are we to strike at the Supreme Leader, the Guardian Council, Ahmedinejad, the Pasdaran, and other regime loyalists, without antagonizing the entire Iranian nation?
