So what's the big deal?
SEOUL, Aug. 17 (Yonhap) -- Japan deliberately created the official term for "annexation" before it colonized Korea a century ago in order to conceal its imperialistic intentions, the memoir of a former Japanese official showed Tuesday.
According to a copy of the memoir by Tetsukichi Kurachi, a former secretary at the Foreign Ministry, obtained by the Yonhap News Agency, Japan mulled over several terms to define Japan's takeover of Korea before Kurachi came up with "heigo," or annexation.![]()

Errr, the term Annexation has always been associated with imperialism, conquest and war .
I don't think the purpose was to conceal imperialistic intentions as annexation is a form of imperialism in itself. Just a 'nice' way to say it, I suppose.
