    Tripoli/Dubai - Libyan leader Moamer Gaddafi plans to announce 'big reforms,' Al Arabiya television reported on Tuesday.
    After a week of bloody protests across the country, Gaddafi would outline his plans in a television broadcast, the station said.

    This is just next to Europe and Europe does what Europe wills. There are lot at stake here and oil is one them, oil that Europe uses and needs.
    On the one had post Iraq a vetoeing of a resolution on this would likely to block any action, but of course I had not considered that if the Libyan delegation at the UN is asking for intervention and are considered to still be Libya's 'Legitimate representation' its more than likely to go through.

    no one can say for sure due to the media blackout !
    But i bet the numbers are beyond prediction & not even minimal such as Egypt & Tunisia
