Propaganda, not sure, there simply is nobody on the Rebel side in Libya to undertake organized propaganda.
At least at the time when this video was taken there was no one to seriously organize propaganda.
Somebody shot a bunch of people in the back of the head and somebody else (from the anti-Ghaddafi side) filmed it and helped the survivor.
So it is highly likely this was Ghaddafi's work but one can never be sure in war.
Well it looks clear Gaddafi's airforce generally has one intention and that's not to kill anyone. All the pics and video show near misses to scare and that's as far as it goes. The pilot goes home without bombs in order to help bluff his way to the next day perhaps.

Even though U.S didn't give any equipment or weapon systems during the time when Qaddafi was in office after the coup. However, Western nations like France and Italy did sell weapon systems and equipment including aircraft and helicopters to Qaddafi. However, in the early 80's is that when Italy and France stopped selling weapons to Libya because Qaddafi adventurism into into Chad and his supporting role to terrorist organizations around the world.
