    Saqr/Sakr is the name of the rocket. The rocket Sakr-10 can be fired from the launchers as shown in your pictures: PRL-111 and PRL-113. Sakr-18 might also be used but I think the Sakr-36 is only for 21/30/40 round launcher, mounted on trucks. As for the 4-round launcher, I couldn't find a designator but I read it was also produced by Egypt, like the PRL-111, PRL-113, RL-21, RC-21 etc.

    I got a reply from Gunman, saying that it is the Strelets. So it appears that there is also a 2-missile version of the Strelets for (portable) ground platforms. No designator though.

    Edit: It's the NATO strike from earlier today accidentally hitting the Rebels, from what I'm reading.
    From the video at approx 0.12 seconds in, you can just make out the GBU in it's terminal phase.

    Nato have released cockpit footage of a British Tornado jet firing on and destroying a tank being used by pro-government forces in Libya.
