What is? When one gets information about possible attacks from Lebanon one increases security around potential targets.
The renegade Free Syrian Army has denied responsibility for the attacks and many activists, including a member of the opposition Syrian National Council, expressed scepticism about the official account of the blasts. They pointed to a variety of reasons for their doubts, including the speedy conclusion that the bombs were caused by al-Qaida, the coincidence of the presence of the Arab League Observers and the fact that they happened in a high-security area. There were also unconfirmed reports of roads being closed before the blasts and a lack of reaction by security forces. The former Lebanese prime minster Saad Hariri, whose father was assassinated in 2005, claimed the bombings were "engineered" by the Assad's regime.
Coincidence of Arab League Observers? Was this a secret the arrival was announced before that.
If the security forces react then they are killing innocent people if they don't react then they are complicit in their own bombing.

Just like in Iraq beside the Baath party insurgents there was Al-Qaeda, there were Shiite extremists as well. In Syria it is not only the "free Libya army" there are other groups as well. But it does not matter because the enemy to my enemy is my friend even if they are terrorist.

"If the requirement is that we drop all reference to violence coming from extreme opposition, that's not going to happen," Churkin told reporters.
"If they expect us to have arms embargo, that's not going to happen," he said. "We know what arms embargo means these days. It means that - we saw it in Libya - that you cannot supply weapons to the government but everybody else can supply weapons to various opposition groups."
Western envoys have said they would like to see a U.N. arms embargo imposed on Syria. They also reject the idea of equating Syria's opposition with the government security forces, who they say have been responsible for most of the violence.
The problem with the Russians is that they chicken out when push comes to shove like in Kosovo.
They have interests in Syria (like the naval base)that will not allow them to go against Assad ,so even if Assad will kill all his people,the Russians will not support sanctions against him,not to mention a military strike...
There is more to it. Some countries do have genuine relations.

The Russian Orthodox Church also has close historical ties with Syria's Christian community, based largely in the country's two largest and most important cities, Damascus and Aleppo. Some 70 percent of Syria's citizens follow the Russian church and its leader, Patriarch Kirill, who, in a bid to stop the violence, visited Damascus in early November. The continued efforts of the Church, which has extensive ties to Christians in Syria, may provide the best reassurance to this community of trusting change in Syria. Such ties would be useful in any future transition in the country.
I am not sure where they got this 70% number but Syria has a significant christian population. After the orthodox christians have been abandoned by the west in Egypt and Iraq someone should make stand for them. But once again Russia does tend to chicken out.
