Russia Seeks Several Military Bases Abroad – Defense Minister

MOSCOW, February 26 (RIA Novosti) – Russia is planning to expand its permanent military presence outside its borders by placing military bases in a number of foreign countries, Defense Minister Sergei Shoigu said Wednesday.

Shoigu said the list includes Vietnam, Cuba, Venezuela, Nicaragua, the Seychelles, Singapore and several other countries.

“The talks are under way, and we are close to signing the relevant documents,” Shoigu told reporters in Moscow.
The minister added that the negotiations cover not only military bases but also visits to ports in such countries on favorable conditions as well as the opening of refueling sites for Russian strategic bombers on patrol.
Moscow currently has only one naval base outside the former Soviet Union – in Tartus, Syria, but the fate of this naval facility is uncertain because of the ongoing civil war in that country.

Post-Soviet Russia closed a large naval base in Vietnam and a radar base in Cuba in 2002 due to financial constraints.
However, Russia has started reviving its navy and strategic aviation since mid-2000s, seeing them as a tool to project the Russian image abroad and to protect its national interests around the globe.

Now, Moscow needs to place such military assets in strategically important regions of the world to make them work effectively toward the goal of expanding Russia’s global influence.

Russia Reinforces Armenian Base With Overhauled MiG-29 Fighter Jets

MOSCOW, March 4 (RIA Novosti) – Russia has strengthened its airbase in Armenia with a batch of overhauled MiG-29 fighter jets, a military official said Tuesday.
Russia’s 3624th Air Base at the Erebuni airport in Yerevan previously hosted at least 16 MiG-29 Fulcrum fighter jets operating under the framework of air defense agreements concluded between the members of the Commonwealth of Independent States.
“A batch of fourth-generation MiG-29 multirole fighter jets has been put in service with the Russian airbase at Eerebuni after an extensive overhaul,” a spokesman for the Southern Military District, Col. Igor Gorbul, said without specifying the number of aircraft.
The Erebuni air base is part of Russia’s 102nd military base in Gyumri, near Armenia’s border with Turkey.
    Mikoyan MiG-29K

The Russian military said in January that in addition to fighter jets the Erebuni base will soon host a helicopter squadron armed with at least 18 attack and military transport choppers.

France says warship deal with Russia still alive

Brussels (AFP) - French President Francois Hollande said a controversial sale of two state-of-the art warships by France to Russia was still on course despite Moscow's widely opposed stand over Crimea.

The 2011 sale of the Mistral warships, worth one billion euros ($1.4 billion), was already a deep source of concern for France's NATO and European Union allies, coming only a few years after Russia's invasion of Georgia.

But despite the threat of another war involving Russia, Hollande, who was in Brussels at a European summit on the Ukrainian crisis, said France's commitment to deliver the military vessels was still alive.

"We respect our signed contracts," Hollande said. "We are not yet at that stage and we hope to avoid getting there," he said, referring to the potential of halting the deal.

Well, they promised 12 Su-27SM3's to be based there long time ago, but so far all of them have been vanilla.

Besides they would need to build/modernize 10 more Su-27SM3's. They have a squadron now (all new builds) + 2 more are doing flight testing right now (modernized from vanilla).

Russian Navy Unveils New Class of Submarines

MOSCOW, March 19 (RIA Novosti) – A prospective series of Russia’s new fifth-generation conventional submarine equipped with an advanced air-independent propulsion system will be designated the Kalina-class, the commander of the country's navy said Wednesday.
“Russia is currently designing a fifth-generation conventional submarine, dubbed Project Kalina, which will be fitted with an air-independent propulsion (AIP) system,” Adm. Viktor Chirkov said.
“Our industry promises to develop this AIP system by 2017 and build the first boat fitted with such a system by 2018,” Chirkov said.
The admiral earlier said that the new AIP system could be initially tested on the only operational Lada-class diesel-electric submarine in service with the navy, the St. Petersburg, which is undergoing sea trials in the Barents Sea after a series of design changes.
Air-independent power plants offer significant advantages over diesel-electric submarines, which must surface regularly to recharge their batteries, and nuclear submarines, which must continually run noisy pumps to cool their reactors.
Submarines with such systems can stay submerged for weeks at a time and are already in operation with a number of navies around the world. The United States has so far not employed the technology, however, in favor of the longer endurance and range of nuclear submarines.

"The challenge now is to bring the artificial intelligence torpedoes, working in conditions in which a person cannot, for example, in great depth. There are other areas that have disappeared from the press and are secret",- said Aliyev.
As an example he recalled the development of the Soviet scientist Andrei Kolmogorov the world's first device with artificial intelligence "Pankrat." "This device could accumulate within itself all the knowledge that has invested designers, it's kind of database, as in man, a certain capacity of knowledge. That is as close artificial intelligence to the human brain. Is and should be the car of the future", - said the academician.
He stressed that at this stage managed to do the main thing is to draw the attention of top military and political leadership on the necessity of drafting of ideology for creation of missile weapons in the country. "We did it and will go further, " said Aliyev.
