    I believe 18% of 2012 budget is more than 38% of 2005th, also i have a strong feeling that RnD want money for projects of WWIII weapons, that now gathering dust from USSR times, while MoD wants weapons for new type of warfare. And yes to Putin call for upgrading grunts, this decade we will hit rock bottom on conscription base, so we got to equip those few we got like friggin "spahs mahreens".

    So with cuts in R&D Russians will develop new SCAR like AK?
    Interesting, since AK-12 is being developed and there have been various models of individual protection shown for quite a while, and most of them meet modern standards (at least what is told by developers). I find it odd that Putin once again asks for newer stuff when they have a lot of newer stuff available to them already. Unless these are not out in the manufacturing line?

    Russian AF to proceed with plans to buy 50 Eurocopter for training/utility

    Defense Ministry did not abandon its plans to purchase abroad, a large party of light helicopters.
    The first five copter of Western European group Eurocopter already on trial in the State Flight Test Center, "Interfax-AVN" on Wednesday, a source familiar with the situation.
    "In the GLIC in the test group received five helicopters, Eurocopter - two twin-engine AS355NP and three single engine AS350B3", - said.
    He noted that, although announced in earlier this year a tender for the purchase of 50 multi-purpose light helicopter (43 single-engine and 7 twin ) of the total cost of 6.5 billion rubles, the Ministry of Defence has canceled what was officially announced on the website actually talks continued.
    "The parties have agreed to test the helicopter and then make a final decision about their purchase," - said.

    What happens to Ka-226T for Training ?

    This will show badly in Indian LOH competition where AS550 Fennec is competing with Ka-226T , if Russia chooses some Western chopper over its own product.

    You can't teach new pilots to fly on a Ka-226T. That is for coax-rotor training, not basic training.

    the amount of money invested into R&D has been growing steadily. but the percentage of the R&D investment v.s. the total defense expense has been going down.....so....that is the reality.

    Russia Yak-130 combat trainer to debut at Farnbobough 2012

    Russia’s Yakovlev Yak-130 Mitten trainer/light attack aircraft will be showcased for the first time at the Farnborough International Air Show as part of a large Russian exhibit.
    Russian companies, including 19 defense industry firms, will take part in the airshow near London on July 9-15 to exhibit the latest achievements in the Russian aircraft industry.The Yak-130 combat trainer is a subsonic two-seat jet aircraft developed by the Yakovlev design bureau. Development of the plane began in 1991, and the maiden flight was carried out in April 1996.It is a highly maneuverable plane with an extended range of about 2,000 kilometers (1,250 miles) and a maximum speed of 1,060 km/h (600 m/h) in level flight. It can carry a combat payload of up to 3,000 kilograms (6,600 pounds), consisting of a variety of Russian and Western developed weapons.In 2005, the plane won a Russian government tender for training aircraft and in 2009, the first planes entered service with the Russian Air Force, which placed firm orders for 55 aircraft.The first export orders were signed in 2006, when Algeria ordered 16 Yak-130s and Libya put an order in for 6 planes.Deliveries to Libya were expected in 2011–2012, but after the downfall of the Gaddafi regime, the Libyan National Transitional Council canceled Libya's order for Yak-130s in September 2011 as part of a review of all existing arms contracts.Syria agreed to buy 36 Yak-130s for $550 mln in 2011.The overall foreign market capacity for the Yak-130 is estimated at 250 aircraft.

    Russian Army to be Put on Wheels

    Tanks, air defense systems and other weapons used by the Russian army’s planned middle brigades will have a common wheeled chassis that can move three times faster than a tracked chassis.
    Speed is the decisive factor in modern warfare. Units must move forward rapidly, launch fire strikes, and then withdraw prior to being exposed to enemy return fire. Wheeled vehicles are best suited for this tactic because they can hit and run before tracked equipment can even reach a fire position.
    Developing heavy wheeled equipment for the middle brigades was discussed at a recent meeting of the Military Industrial Commission (MIC) headed by Deputy Prime Minister Dmitry Rogozin. Wheeled chassis will now be used for tank guns and artillery in addition to air defense, EW, and communications equipment.
    The proposal to develop a line of heavy wheeled equipment was made by Chief of General Staff Nikolai Makarov, who declared that there would be three types of land-based brigades in the Russian Armed Forces – heavy, middle, and light.
    During the MIC meeting, he said that equipment for the heavy brigades would still be based on a heavy tracked chassis, the Armata, which was developed by Uralvagonzavod.
    For the middle brigades, the same weapons (artillery guns, short- and middle-range air defense systems, jamming equipment, radar, flame-throwers, multiple rocket launchers, etc.) would be mounted on wheeled chassis – Mustang (KAMAZ) or Boomerang (to be developed by Bryansk).
    The light brigades will be mostly armed with small arms and antitank weapons mounted on Tiger, Rys and Boomerang chassis.
    Viktor Murakhovsky, a tank expert and Editor-in-Chief of Arsenal Otechestva, warned that wheeled vehicles would be extremely vulnerable to enemy fire. “Tank armor that you cannot put on wheels will withstand gun shell fragments that can pierce 30-mm armor,” he said.
    But speed remains the overriding consideration.

    Samara plant tp build 6 An-140 military planes in 2012

    Samara-based AVIACOR aircraft maker will build six Antonov An-140-100 light transport planes under a contract with the Russian Defense Ministry by the end of 2012, the regional government said on Wednesday.
    The An-140-100 was developed by Russia's Antonov design bureau as a replacement for the An-24 and An-26 series aircraft. It can carry up to 6 metric tons of cargo to a range of over 2,000 kilometers, and can be used for patrol, military transport and spec-ops missions.
    “The plant could reach stable rates of production making An-140s,” Governor of the Samara Region Nikolai Merkushkin said.
    The Russian Defense Ministry ordered a total of 11 An-140s in 2011.
    The Russian Air Force took delivery of the first An-140-100 plane in January.
    The delivery of the remaining five aircraft is expected in the next two years.

    Russia lawmakers approve Defense Research Agency

    The lower house of the Russian parliament, the State Duma, passed on Wednesday in the first reading a bill on the establishment of an advanced military research agency.The proposed Russian Foundation for Advanced Research Projects in the Defense Industry will be similar in its purpose to the Defense Advanced Research Projects Agency (DARPA) in the United States.The new body is expected to boost the development of advanced weaponry and help streamline the arms procurement process in Russia.“The sole purpose of this foundation is to close a gap in advanced research with our Western partners after 20 years of stagnation in the Russian military science and defense industry overall,” Deputy Prime Minister Dmitry Rogozin said, presenting the bill to the Russian lawmakers.Rogozin cited unmanned aerial vehicles (UAVs), advanced technologies and new materials as main problem areas in the defense-related research.“We should focus on the development of automated systems, new materials, electronics, and hypersound as these technologies, if they are adopted first by other countries, could shift the existing forms of strategic balance,” Rogozin, who oversees Russia’s defense industry, said.He added that the new foundation would initially employ 100-150 experts who would oversee a variety of mid- and long-term “high risk” R&D projects at Russian defense firms and scientific institutions.“The funding of the agency will be carried out from the budget of the state arms procurement program,” the official said.The Russian government is planning to spend over 20 trillion rubles ($614 billion) on purchases of advanced military equipment until 2020.Russia’s Vedomosti business daily speculated on Wednesday that up to 4.7 trillion rubles ($145 billion), or almost a fifth of the rearmament program’s budget, could be spent for “unidentified” purposes, including “secret weapons development.”Commenting on this speculation, Vasily Kashin, an expert from the Center for Analysis of Strategy and Technology think tank, said the precise assessment of budget allocation is impossible as details of the program are classified and subject to future adjustments.“In addition, some projects within the program deal with military equipment that is being purchased simultaneously for different branches of the Armed Forces and, therefore, cannot be counted as an acquisition for a specific branch,” Kashin said.However, the expert did not rule out the possibility that some of the “unidentified” funds could also be used for “top secret” military research.

    Russia will spend on a secret weapon four trillion rubles

    The Russian Defense Ministry will spend on the development of secret weapons for about four trillion rubles, calculated daily "Vedomosti". These funds are provided for the state program arms of Russia for 2011-2020, funding is set at 23 trillion rubles. 20.7 trillion rubles of this amount will be used only to purchase arms for the Russian Defense Ministry.

    On the eve of Russian President Vladimir Putin said that the 2.6 trillion rubles will be spent in 2020 on the modernization of the Ground and Airborne Forces. In February, the first deputy defense minister of Russia, Alexander Sukhorukov said that the troops on the development of air and space defense will be spent 20 percent of the LG-2020, or about four trillion rubles.

    In April 2011, Putin announced that up to 2020 on the development of the Navy planned to spend five trillion rubles. Later, Vladimir Vysotsky, the then commander of the Russian Navy, said that the Navy will receive up to 2020 4.7 trillion rubles. In June 2012, Putin said that the Air Force will receive four trillion rubles. The cost of the Strategic Missile Forces, the newspaper said, were secret, but we know that they are about a trillion rubles.

    It turns out that the development, procurement and modernization of armaments and military equipment of all kinds and types of the Russian Armed Forces until 2020 will be spent about 16.6 trillion rubles. Another three trillion rubles for the state program of armaments to be spent on the development of military-industrial complex. Thus, the total size of the officially announced government program spending is about 19.6 trillion rubles. Assignment of the remaining nearly four trillion rubles is still unknown.

    According to an officer of the Russian Defense Ministry, which refers to "Vedomosti", the money will be spent outside the genera and species of the armed forces on military infrastructure, inter-species communication and management tools, and logistics. Itself is a state program of arms a secret document, most of the provisions of which have never disclosed.

    It makes sense to standardize as much as possible on a family of wheeled and tracked vehicles, since Russia has so much equipment that needs to be modernized or replaced. It would be a massive help to logistics and simplify training, freeing up more money for other projects. Good direction for the Russian MoD.

    Funny how there is no mention of the Kurganets-25 wheeled or tracked platforms.

    Renders of prospective Russian wheeled and tracked chassis have been released very recently; or at least how they looked a while ago. Couple that with the recent news that Russia is going to co-operate with France on building an armoured vehicles; supposedly with a Russian-designed turret, but an all-new chassis. And then of course we have the evaluations of the Centauro, and now this article. Does all this together... mean that possibly the Russian MoD have rejected the Kurganets-25?

    And what is this KAMAZ Mustang that is spoken of?

    Kurganets-25 is a medium tracked platform, and it was it that featured on those renders. There's always a confusion about platforms, but as I understand it there's a quite neat breakout:

    Armata — heavy tracked platform, tank-like, 50-60 tons.
    Kurganets-25 — medium tracked platform, BMP-3-based, 25 tons.
    Boomerang — medium 8×8 wheeled platform, also 25 tons.
    Tigr-6a, Lynx, Volk, etc. — light wheeled platforms, 10-15 tons.

    KamAZ Mustang is just a run-of-the-mill military truck. 4×4/6×6/8×8, 8-12 tons loaded, carries three (4×4) to ten (8×8) tons, tows 8-15 tons, no armor in the standard version. There's also Typhoon R&D for development of mine-resistant APC, with KamAZ and UralAZ as main competitors, it takes place somewhat between light and medium wheeled platforms.
