To win is to eliminate the threat posed by Islamic extremists. Are all of them gone from Afghanistan? Did they all quit being militant buttholes once Osama died? Remember that this is something that they brought on themselves. Nobody forced them to stage the 9/11 attacks. Now they get to reap the rewards of their actions.
