Female urban management officers, better known in China as chengguan, were equipped with roller blades, in Chengdu, Southwest China's Sichuan province.

The local urban administrative and law enforcement bureau has recruited a batch of female chengguan and allowed them to carry out their duties wearing roller blades, in order to adopt a more moderate approach to law enforcement.

I'm not positive, but I thought Ranger tabs were given to those who pass Ranger School, and Ranger scrolls are given to actual Rangers in Battalion. So this couldn't be a Ranger scroll, any info on what the patch is? Thank you.

These are army soldiers from Singapore. Nothing to do with (US) Rangers. If you are referring to the scroll-like badge on the vest, I think it says "1st Guards Bn". If you are referring to the tab on the upper left arm - it says "Guards".

The patch on his vest is not a 75th Ranger Regiment scroll. Its an unofficial unit patch of the SAF 1 Guards Battalion emulating the scroll of the 75th RR. Only velcroed on vest and not on the uniform. The tab on his left shoulder is a "Guards" tab, for Guards qualified soldiers. SAF Infantry and Guards Battalions usually issues a patch for the vest or for my national service time, web gear. Mine was a leopard patch.
