Could it have been rubberbullets? Because it looks like after the initial shock the people walked away. It would be much clearer if the cameraman wouldnt suffer an epileptic seizure while filming.

Possibly. Activist reported one dead from that situation. If they would started firing with assault rifles and MGs right into the middle of the crowd, dozens would have died right on the spot.
