looks like movement of detainees with the attacking team, to make some kind of psychological barrier from local wannabe snipers.
laid on the ground to better control them, for not interfere, and not got a shot in the case of the big shooting.
it's well-known problem during urban "cleanup" - teams are small and can't split itself, so suspected are moving with troops at some distance behind, running from one street coner to another, also playing some kind of shield role from snipers left hiden behind the team.
What we can assume from this video, is that the lack of the Syrian army infantry, so they do not leave the detention of suspected to the next echelon of attackers.
Perhaps only the "elite" like armor troops show their will to combat.
