The nature of the blasts was not immediately clear. State-run Syrian TV said the explosions were in the Qazaz neighborhood, where a Syrian intelligence agency has its headquarters.
The explosion happened at about 7:50 a.m., when employees are usually arriving at work.
Central Damascus is tightly under the control of forces loyal to President Bashar Assad but has been struck by several bomb attacks, often targeting security installations or convoys.
The latest major explosion on the capital occurred on April 27 when a suicide bomber in Damascus detonated an explosives belt near members of the security forces, killing at least nine people and wounding 26.

Isn't it true that during much of the Lebanese Civil War, Syria wasn't allowed to use its airforce (helicopters excluded) by Israel and the United States, and only did so after agreeing to help the USA against Saddam?

Doubt they would do anything. The Syrian military has used Hip, Hind and Gazelle helicopters in rocket attacks. They don't even need to use fast jets to bombard targets, although I'm sure they've done it once or twice during this conflict. I don't think Assad's stupid enough to start using them because it would probably be the thing that would trigger some sort of no-fly zone. I think the footage of the Libyan Air Force bombing protesters with Mig's is still fresh in a lot of peoples minds.
I think he's doing just fine with his artillery/execution/torture combo.

That was aircraft or cluster mortar? Yeah I know what pilots that run to a foreign country do say when they get there. The weapon stores were hit to prevent capture by rebels.
The above terrorist actions are a result of Western reluctance to tell the opposition to stop with the attacks.
This is a terrorist attack pure and simple. Lets not pretend any more.
The West can't just go "hey stop" and get the opposition to stop. The opposition isn't going to stop anything until the Syrian military actually holds up their end of the "ceasefire" bargain. Hell, they probably wouldn't even stop then because their existence is still threatened and at this point there is no turning back for them. Assad doesn't want peace, he wants their annihilation. He'll never stop.
I totally agree this is terrorism, considering all the people who were killed simply by being in the area and on their way to work. The target may have been the intelligence building, but this definitely has an Al-Qaeda M.O. written all over it. You can't excuse car bombing a target if you then use a second bomb to inflict maximum casualties on rescue workers. A lot more foreign jihadi's have joining the fight. I've seen an entire Youtube channel of Kuwaiti fighters in Syria and all the attacks they've done. The FSA hasn't even really used suicide car bombs up until recent months. All the big ones in Damascus have been Al-Nusrah Front or AQ from Iraq. A lot of FSA are actually arguing that they're not even capable of pulling off that big of an attack. I tend to agree with that notion, because if they could do that all the time, the Syrian government would be having a much harder time fighting them. Most of the FSA's IED/VBIED's have been made with simple propane tanks and ammonium nitrate and things like that. This is a Beirut Barracks Bombing-level attack, and I doubt they could pull it off.
The continued illogical insistence of the opposition that the bombings are done by the government is enough indication that the opposition is a complicit.
