First deal between Israel and "this country" or between IAI and "this country"? I believe it's the latter.
IAI was actually offering Heron UAVs to Azerbaijan.
BTW, Korea is bringing in
Iron Dome, Spike, C&C system, UAV, Super Green Pine, KF-16 upgrade, AH-1S upgrade, 4 aerial tankers, C-130 upgrade, etc from Israel.
So T-50 is already a done deal? Some of the purchases above have already been secured before the T-50 negotiations (Spike, Super Green Pine). Some others require US permission, such as the KF-16 upgrade where LM is right now trying to bar Korean companies and BAE from competing so it can get the job instead (it will also affect Cobra and C-130 upgrades). Some are in potential conflict with our existing deals with other nations like the anti-artillery system joint-development with Rheinmetall.
IAI has nothing to do with Spike missiles. Most likely it's about some modification of Gabriel.

Could be Naval LAHAT.

According to Barbara Opall-Rome from DefenseNews.com's latest issue, the undisclosed customer is a Central Asian country. The deal as reported by Globes is worth $1.6b, the largest sale in Israeli defense export history.
Kazakhstan....

They are interested in Israeli hardware, And can effort such big deal.
Kazakhstan is possible as it plans to use missile-equipped ships in the Caspian Sea. They used our patrol ships and asked if they could purchase our missile boats before. I wonder if they are planning to use Israeli missiles on the boats instead of ours. But entirely possible that another central Asian nation is seeking them too.

Caspian sea maybe, but forget about the Aral sea.
Turkmenistan is the only other country that has access to a proper sea.
