I don't think so.Nuke issue overshadow any terrorist attack issue,unless we talk mass casualties and Iran probably know it.My bet its attempt to estabilish detterent,along the lines "this what we do now,think what we'll do in case of strike".
In light of US determined to keep strait open,this kind of detterent is what Iran can use.IMO

Probing the three-week-old Israeli car bombing case, the Delhi Police today arrested a 50-year-old man, claiming to be a journalist, for allegedly being part of the conspiracy.

The accused, Syed Mohammed Kazmi, who claims to have been working for an Iranian news agency, was picked up after a probe showed that he had been in touch with the suspect who is believed to have stuck the magnetic bomb on Israeli diplomat Tal Yehoshua's car on February 13, official sources said today.

Kazmi has been arrested for allegedly being part of the conspiracy to plant the bomb on the car. He claims to have been writing for an Iranian publication and was arrested up after a probe showed that he had been in touch with the suspect who is believed to have stuck the magnetic bomb on Israeli embassy car.

Sources say police are close to a breakthrough in the blast case, which Israel has blamed on Iran.

News channel NDTV reported that Kasim, who was produced in a local court on Wednesday, had been in touch with one of the attackers. He was not directly involved in the attack itself, in which a motorcyclist attached a bomb to the car and set off the device.

According to the Indian Tribune newspaper, Kazmi was arrested after police intercepted phone calls between him and Saeid Moradi, one of the attackers apprehended in Delhi. In addition, Kazmi's phone number was written on a piece of paper found in the attackers' safe house in Bangkok.

In recent days, Kazmi has been intensely interrogated by Indian security forces. He is suspected of providing logistical assistance to two members of the elite Quds Force of the Iranian Revolutionary Guard and helping them escape from India back to Iran.

India Today reported that police found a motorcycle in Kazmi's home which may have been used to track Israeli diplomatic vehicles. "The cell's main member left the motorcycle at Kazmi's house on February 14, before he fled to Iran," a police source was quoted as saying in the newspaper report. In addition, the black motorcycle which was used in the attack itself has been found. It was rented from a car agency on the day of the attack.
Indian security services also said they had found reliable evidence tying the Delhi attack to the attempted terrorist attacks against Israeli targets in Bangkok and Tbilisi.

A week after a Delhi journalist working for an Iranian news agency was arrested for his alleged role in the February 13 bomb attack on an Israeli diplomat, a city court today issued non-bailable warrants against three Iranian nationals in the case.The names of the three Iranians will be passed on to Interpol since police believe these men were involved in “the conspiracy, recce and execution of the attack”.
A source said the Special Team of Delhi Police approached the Tis Hazari court of Chief Metropolitan Magistrate Vinod Yadav with a request to issue warrants against Housan Afshar, Syed Ali Mehdi Sadr and Mohammad Reza Abolghasemi.

NEW DELHI – Investigators have zeroed in on the key conspirator, an Iranian national, behind the February 13 bombing of an Israeli embassy car, and want him extradited from Malaysia where he is currently in police custody.

According to sources, Sedaghatzadeh was the head of the “terror module” which had planned similar bombings targeted at Israeli Embassy personnel in Bangkok. The Bangkok plot fell apart when one of the terrorists, an Iranian national, blew up the bombs he was carrying, along with his legs.

Sedaghatzadeh is believed to have also “guided the bombers in Delhi.”

Police said Houshang Afshar Irani, the Iranian who allegedly planted the “sticky bomb” on the Israeli Embassy car in Delhi, “was in touch with Sedaghatzadeh.”
