Cause this is what he said:

"The government can get the Armed Forces of the Philippines (AFP) back on its feet in two years"
“It won’t take until 2016,”

So basically all he is saying is that 2016 we will have the capability for external defense. Meaning the end of Phase 2 of the Capability Upgrade Program.
