It looks like the Luxemborg or a sideways French flag or a mixed up Russian, Serbian, Slovenian, Slovakian or Croat flag.
Of course the familiar red-white-blue have been in common usage for much, much longer(at least since 1648, the red replacing the orange in the 'Prinsenvlag'), but the colours of the flag were made official by a Royal decree of Queen Wilhelmina on February 19th, 1937, 75 years ago to the day. Radio Netherlands Worldwide took a look at the history of the Dutch flag, and that of some of the flags it inspired.
