Perhaps, but these Stingers would also be great for when a hostile small recon drone pops up unexpectedly. They still have their place.
The stinger was intended for air-defense against low/slow flying aircraft. I don't think fighters really fit into that category but who knows... I guess you can say we are ****ed if this is our best bet against stopping a world invasion against the US, then true.

Can stingers be used against land or use targets? If think that if we can rig these to take out small speedboats, our Navy would have their force protection profile greatly increased

it doesn't take much explosive to take down an aircraft,so i think it should only be used as last ditch weapon(it's virtually ineffective against armored vehicle)
True, and this would be a close quarters weapon against speed boats, for example if Iran sent like 50 boats after a carrier, I would still have the on board security guys all grab one of these and stand by in case one got through....USS Cole.
No, US counterpart of SA-7 is Redeye. Stinger and Igla (SA-16 and SA-18) are the same generation.
The Stinger system locks onto a heat source, right?
I've always wondered how hot the target needs to be, any clues?
It's an all-aspect missile so not very hot, but it depends on the background. If against the sky it will lock easily, if against ground clutter then probably it must be at least hotter than the rocks
