Being said that, no Israeli government will dare touching the ultra-orthodox's privileges without being thrown out of office thanks to the long-lasting corrupted practice of political alliance with the religious parties which are funneling State's money for them-self like crooks. So short of a 100% secular government coalition it's going to be a pipe-dream. The only case of a secular coalition is when national unity gov takes shape between the left and right and unfortunately such coalition are rare to happen only when the country is going through wars or financial crisis, like the one during the second intifada when Sharon was in office.
Bottom line is, out of dire necessity nothing will happen and the corrupted system of alliance with the ultra-orthodox will continue. External factor such as the comfortable US military annual funding, which started in the 70's, play a very counter-productive role. In the way the US funding gives a feeling of no urgency to reform the system, there is money for everyone especially for the religious parties blackmailing for the money at the Knesset.
