HIV testing should be made mandatory because most people that spread it don't know their status. And if we manage to put all HIV positive people on meds, the virus will stop spreading.

We've had this policy for a while in Scotland and the millions of people coming over here seeking treatment for HIV we were promised by some never appeared. Take that for what you will.
