    "The space agency challenges the logic of asking experts for their honest opinions, reminding scientists on the NASA Advisory Council that they are “temporary” government employees when in formal session, and as such required to support—at least in theory—the Fiscal 2013 NASA budget proposed by President Barack Obama. The budget would gut the joint Mars exploration program with the European Space Agency. NASA science chief John Grunsfeld is not keen on having his independent advisory body turn into a lynch mob. Look for the panel’s recommendations to include a call for restoration of the lost funding in the Fiscal 2014 request. "

    When i worked for the state government here, our honest opinion was often tempered by the fact that if we went against government policy or upset a politician we would lose our jobs. What is the surprise here?

    Really? Even plans to go back to the moon are delayed until "the 2030ies" ?

    Damn

    Aren't the Indians and Chinese supposed to land there in the next decade ?

    That probably would be the best thing that could happen to the US space program.

    Once the Russians or Chinese are on the moon the US government will feel the need to show that they can keep up with them and that they did not lose their technological edge.

    What would be the purpose of just landing on the moon? USA have proved, that they can do it. I doubt that Russia, China, India or Europe could send people to the moon and back in the next ten years. Either due to lack of money or technology.

    Russia, China and India have not produced any major scientific knowledge about the universe in the last fifty years. Only the USA and (far behind) Europe are doing real research. Hell, there aren't even any interesting plans from Russia, China or India which haven't been done by USA and Europe a decade ago.

    The problem is that by then, not only will we have to beg rides to the ISS from them, we'll have to have them design and build our spacecraft because we'll have lost the ability to.

    Because saying you've consulted with a panel of experts sounds good, even if you've ignored every single thing they've said to you.
