It was twitterd from the reporter that is currently in North Korea covering the launch and was one of the reporters that visited the launch site! also I recommend you follow Steve Herman who is with VOA and has a twitter account. Since these are respected international journalists and not just some random person on twiter I trust in their tweets as reliable sources.

This rocket/missile is primarily a test bed vehicle for testing and development, once designs are gotten perfected a newer system can be developed that would allow for better constant alert and deployment ability.

The Norks' missiles use hypergolics, so it could sit fueled for days before launch. On the other hand one leak and the whole pad goes up in a fairly massive explosion, given the state of NK craftsmanship I bet they wouldn't want to leave it too long.

They will most likely launch it if they will launch it today around 11 am or 12 pm.
