Allow me to make a dubious point.
Professionals are predictable, but the world is full of dangerous amateurs. This man is no pro but he's careful. If the casings are clean and the magazine as well, the man is pretty much determied. IE they would have to catch him in the act or with confounding evidence (scooter, handguns).
