I have never heard anyone use the term "Philis" before. I believe it's just that suspended Chinese who is using this to intimidate Filipinos on this forum.
'Chinese ships barring Pinoy fishermen from entering Panatag'
MANILA, Philippines - Chinese maritime vessels are now preventing Filipino fishermen from entering the lagoon of Panatag Shoal, which the Philippines claims as part of its territory. “Our fishermen who returned to the area were barred from entering the lagoon to fish by Chinese maritime vessels," Masinloc town Mayor Desitree Edora said, adding that the Chinese maritime vessels are using floodlights to drive away Filipino fishermen.
Edora’s secretary, RJ Bautista, speaking on behalf of the mayor, complained that while Filipinos are being barred from fishing in the lagoon, the Chinese maritime vessels are allowing Chinese fishermen to sail and fish inside the lagoon.
Fearing for their safety, the Filipinos are now fishing outside the lagoon.

Well they didn't ask Chinese to leave there, but i think the personal safety notice means the same.
So i just guess above, of course it maybe wrong.
Also the Philippines do not look like a country to me where the Chinese citizens would be in great danger even if there were some skirmish at sea...

Yes, i know. The emergency notice is for Chinese citizens worked in Philippines.
Due to 1998 anti-Chinese riots in indonesia, the notice just remind Chinese citizens in Philippines pay attention to local public security and personal safety, it's Chinese embassy's duty.
Yup, most the Chinese citizenry just needs to avoid the embassy are and im sure they will be safe. No repeat of the Indonesian incident, as I've said the Chinese Filipinos are well recieved here, I have Chinese Filipino friends and about 3 of them are in the Armed Forces.
Chinese-Filipinos or Chinoys are well received and well assimilated in the Phils. No one will be targeting any "Chinese-looking" people in the Phils. Chinese-Filipinos are classmates, officemates, co-workers and business-owners. Heck, obvious Chinese illegals vending in Chinatown are being tolerated as well. Rallies in front of the Chinese embassy maybe the worst that can happen plus the run-of-the-mill flag-burning and maybe some vandalism. That's all.
The Chinese in the Philippines are the most assimilated in all of South East Asia, partly because they're all Christians, and partly because the native population has received them very well. There won't be a duplication of the 1998 Indonesian backlash in the Philippines. That being said, anti-Chinese sentiment does exist in minor doses across the country in the form of jealously towards the influential Chinese minority. The worst manifestation of discrimination against the Chinese is probably kidnappings of wealthy Chinese elite, but anybody rich is a potential target.
Agree on anybody rich is a potential target, the sad truth about the height of the kidnapping in the late 90's was, the groups doing it were fellow Filipino Chinese. The main reason why they target the Chinese community is due to the fact that most pay and avoid the cops, giving the criminals free reign. It even came to the point that the groups were so confident they even accepted checks.
