Haha, same here. I thought it was the Russians themselves trying to inconspicuously smuggle the sub back home. Now that would've opened up a whole new chapter in Indo-Russian relations
On topic, I guess fact really is equally or more amazing than the stuff of spy novels. I don't know about the particular safety measures involved, but keeping state secrets in a safety locker of a hotel room does sound kind of careless to me...
That was a rather brazen attempt, and rather careless both on the part of Indians and Russians, or maybe its just the media sensationalizing the event. We may never know.

The notion that a sophisticated person would leave key secret military documents in a hotel room is more than far fetched.
