Border with Kosovo is not regular border and tensions there are high so the border is defended by Gendarmerie not by regular forces of border police. And, regarding the fact that Kosovo police officers are trespassing the border you could understod why that border is better protected.
BTW Albanian killed in Mitrovica is apparantly killed by the IED that he was working on.

It is very well confirmed that the explosive device was placed outside his window. Someone does not simply prepare an ied in his apartment window so everybody can watch. Serbs in northern mitrovica on the other hand have a long history of throwing grenades and explosives devices to KFOR, their Albanian neighbors and sometimes on their own.
