The Serbian Gendarmerie is securing the administrative line to Kosovo, and the standard issue rifle of that unit (the one securing the administrative line) has been the M-21 for years. Plus, they got new uniforms recently:

Does this have something to do with the ethnic "tension" (read: violence) that is prevalent in some part of Macedonia, where 2 months ago they tried to burn down a church because they didn't like how someone at a carnival made fun about some Islamic symbols?
I would in absolutely no way be surprised if this is just a continuation and step up of the ethnically motivated attacks by Albanians on Macedonians, which have been going on since that carnival thing.
I stumbled upon a thread in another forum where somebody compiled a list of ethnically motivated attacks between the two nationalities.
Threatening and even shooting with firearms, arson, assaulting and beating up minors, women and elderly with metal bars...crazy.
I just hope the Macedonian police has the border to Kosovo and Albania locked down tight, before the arms shipments come in.
Just finished reading the list, there were several attacks with firearms in the past 1-2 months. These are probably just the first deaths.
And the same day these men were murdered, in northern Kosovo 3 Serbian civilians were shot at by, as usual, "unknown" attackers. Luckily no one was injured. The day before that, two men were attacked in Pec. I think B92 could easily make a Calender timeline with all attacks and have at least one attempt of injury or murder for every day. And the sad thing is that nothing of this is actually unusual, sure when it comes to deaths it receives plenty of attention, but all of "that" is going on every day.

Both sides have been at it for a while now. Couple of Albanians were shot recently and some are suggesting this was a revenge attack.
I came across an interesting report by one of Macedonian tv station about the Albanians protesting the behaviour of Serbian football fans (flag burning) in Skopje and then they inserted footage of the Macedonian flags being burnt and spat on by Albanians themselves, it was refreshing for a change to see someone point out the hypocrisy in balkan mentality.
At the end of the day it will come down to couple of phone calls from Washington and the whole series of incidents will be swept under the carpet for good.
If you tell the story finish it. An off duty policeman had an argument in front of his house with two Albanians over the parking. There was a fight and he shot them.
He has been arrested and there is an ongoing court case.
So any revenge is not necessary since the person is known an in custody. Further more if and when Albanians do revenge would do direct on the family not on other people who have nothing with the case.
In countries like Fyrom , Albania, Bosnia ..... who are mosaics of religions, every group should avoid mocking religious symbols of the other groups. You don't need an high IQ to realize this kind of stunts will have consequences in countries with sensitive ethnic, religious balances.
I would expect Orthodox to riot as well if Muslims started mocking Christian symbols in Fyrom. Then there was the death of 2 Albanians over a parking spot by an off-duty police officer. The official police report of the incident as "police officer fought off criminal gang and killed 2" did not help at all. it just put more fuel in the fire.
I am not saying the fishermen death is related, it is better to wait for forensics and confirmation from third parties specialists and their conclusions.
Some do not get in details in cases that do not support their thesis.
The situation in Fyrom now is more complicated. Anything is possible and i would not exclude splinter cell of ANA, ultra-nationalist fyromians finding ways to promote their ultimate goals.
