well not agni 5 but older versions of agni and prithvi series were designed keeping rapid development in mind (by 2016 agni would most probably be in its sixth generation in less than two decades of deployment), hence no canisterisation, presence of fins and a look reminiscent of missiles from the 60's. Add to that the white paint with bright orange spirals (iirc its used to measure spin) and it does look like something thats easier to spot and observe than a WMD.
Why would a canister be a problem for rapid deployment though ? Also thanks for the reply.
Development, not deploymentCanisterised missiles are supposed to have much lower maintenance requirements, hence they need longer development cycle and higher level of designing expertise, things harder to wait for with two nuclear capable neighbours.

Can MRVs used as precision weapons with conventional warhead ( CL-20 ) ?
Not really. Ballistic RVs are very imprecise compared to cruise missiles. Even the best ICBM has a CEP of around a 100 meters. Tomahawk has a CEP of 5 meters.
Actually thats not true , Most modern BM can achieve very high accuracy within few meters , specially if the Reently Vehical is a powered one and not a passive free falling one. Modern Navigation like Laser Inertial Navigation System/GLONASS can provide high accuracy with combined with powered RV.
Infact the Prompt Global Strike was suppose to do just exactly that ,uses ICBM for accurate conventional targetting within less than hours time any where in globe , the same task by cruise missile would have taken hours or would need assets close to the target , not to mention cruise missile have their own vulnerability.
Coming back to Agni-5 , it is a 3 stage missile with a Powered RV , having its own propulsion and guidance to deliver various tailored trajectory at terminal stage accurately , its known as BGRV in proper term.
Kunal , yes Agni-5 can be used for conventional strike , it does not need CL-20 or any kind of explosive , the KE of RV ( greater than 4-5 km/sec ) is good enough to cause damage to any hardened target with high accuracy , the only problem with such approach is that its not at all cost effective. Unless you are someone called US that can afford a billion dollar to punch a small hole into a Al Quida bunglow.

Agni-5 Project Director was as cool as a cucumber, despite the smashing hit. “Our next aim is to put satellites to orbit at very short notice using missiles. We can launch low-cost micro-satellites into the orbit with a payload of 60 kg. It can be used for intelligence-gathering purpose and launched within few hours of notice,” Avinash said.
According to him, the next big challenge for DRDO is to master the MIRV (Multiple independently-targeted re-entry vehicles) and MaRV (Manoeuvring re-entry vehicles (MaRV) technologies. “Our next aim is maneuvering warheads for long-range missiles. We want to develop intelligent missiles with highly-accurate warheads for future. Missiles that could counter an incoming missile, by predicting its trajectory is the key,” Avinash said. He said that DRDO is hovering around the idea of developing missiles with anti-satellite capabilities too.
He said the scientists are already on a mission mode to develop an all-composite missile for the future. “A full composite missile with a high-degree of precision. We are moving faster and now we have the technologies to boot. We will have missiles with less radar cross sections soon. The user is part of our thought-process right from the word go. The user has become an integral part and hence the ownership has gone up many folds with all our new projects,” Avinash said.
Among the new technologies used onboard Agni-5 are Ring Laser Gyro-based Inertial Navigation System (RINS), Micro Inertial Navigation System (MINS), high speed onboard computer based on power-PC design, light-weight composite motors and 100 per cent home-grown software. “The INS worked in dual redundancy configuration. Agni-V uses a three-stage propulsion system and it has onboard less cabling, multi-sensors among others. Around 80 per cent of Agni-5 is made in India, making it a truly value-for-money-weapon,” Avinash said
Agni-V trials in final configuration to begin early next year
The first of the six flight trials of India' longest range ballistic missile, Agni-V, in its final quick-reaction configuration, providing a canister-launch capability, will be held in early 2013.
While in Thursday's successful maiden flight, the three-stage missile blasted off from a rail mobile launcher at Wheeler Island, the Defence Research and Development Organisation (DRDO) has already made a lot of progress to meet the Army's requirement to provide a canister-based launch from a road mobile vehicle.
With the mission validating the design of Agni-V, the next step is to provide the canister-launch capability, Avinash Chander Chief Controller, R&D, (Missiles and Strategic Systems), DRDO, told The Hindu. Pointing out that canister-launch capability was already demonstrated for 700 km range Shourya missile and BrahMos cruise missile, he said “those technologies will get up-scaled.”
It's been proposed and discussed, but nobody in their right minds is going to use an ICBM for conventional strike.
