I -think- those numbers are used to offset your magnetic north from true north in relation to your position.
Magnetic declination?
Green numbers= degress magnetic in 10 degree increments
360 degrees =circle
35=350 deg mag
25= 250 deg mag
No, it shouldnt have more than 360 degrees or 6400 mils(which this in no way would have an accurate template of).
And when dealing with Chinese Manufacturers.....

Magnetic declination varies depending on where you are. It is printed on most maps/charts with the legend or indicated at the point where true north is shown.
In any case that ring isn't for magnetic declination. The scale is too large . And declination is given in standard 360 degress per circle units on most charts. (Or Radians or Mils. NIST save us.)
Interesting side note. magnetic declination also changes over time as the magnetic pole moves.
This is why runways get renamed/numbered.

My guess is that Mark is right and it is in
grad (gon).
While it's probably not the case here 'Qibla' (to find Mecca) compasses are also delineated into 40 sections.
